TIFF-HUL-2 ErrorMessage "Tag <n> out of sequence", in Well-Formed and valid JPEG

We've encountered a JHOVE TIFF-HUL-2 "ErrorMessage" reporting "Tag 34665 out of sequence" at offset 178 in the public file https://www.nationaalarchief.nl/onderzoeken/archief/2.10.02/invnr/3734/file/NL-HaNA_2.10.02_3734_0914 (download button on the left, download origineel bestand JPG).

We had two issues with this message:

1. Why is a TIFF-HUL message reported in a JPEG file? Our guess is that the TIFF-HUL is invoked to process certain metadata. But we'd like to know more about what is actually happening inside the HULs.
2. Why is the file considered Well-Formed and valid by JHOVE, when the TIFF-HUL reports an ErrorMessage? Is there a problem with passing errors from the TIFF-HUL back to the JPEG-HUL? Or if it is in fact a well-formed and valid file, why is the messsage labelled an ErrorMessage?
