PDF 2.0 support - No PDF Header for %PDF-2.0

I'm aware that the PDF-hul does not officially support PDF 2.0. However, running such objects against JHOVE currently throw the error "No PDF Header". This is incorrect, as the syntax for the header did not change from PDF 1.7 spec - it's just that the version number in the header is currently not interpreted correctly by JHOVE. The error message is therefore wrong. I'm proposing adding 2.0 to the allowed version numbers to move the PDF-hul towards PDF2.0 support.

This has proved messier than expected because of JHOVE's signature behaviour. It won't be solved for v1.24 but will bump the priority for the next release.

I appreciate those looking into updating this. We are starting to see more of these PDFs come through.
