Make website responsive to multiple viewports

Description

The website does not adjust width and proportion when viewed on a mobile device. We want elements to adjust based on viewport size.

Developer notes

I'm not totally sure why the Semantic UI container elements aren't responding appropriately, but it may be related to how they're set up across different components in React.
