Investigate (and potentially implement) a 2-route path for upload confirmation

Is your feature request related to a problem? Please describe. Currently, we combine the Upload and Confirmation pages onto one route/url path. There may be a use case where the user is trying to navigate back to the confirmation or upload page [@TangoYankee can you edit this if I've got it wrong?], and having two routes (e.g. /upload and /confirm-upload) would solve for this.

We also may want to explore whether there's a use case for someone ever wanting to intentionally navigate to /confirm-upload.
