Check for data integrity against NetFile

@daguar has a good idea --- sanity checking that the data from NetFile (https://ssl.netfile.com/pub2/excel/COAKBrowsable/?AspxAutoDetectCookieSupport=1) matches the data in our database. In # of records, or sum of contributions, or something like that.
