All references to "data.oaklandnet.com" should be updated to "data.oaklandca.gov". Other external links may also need updating. (Note - Only files in _src/ need to be checked. Ignore *.jade files.)
## Description Clicking the link to any of the visualizations listed on https://openbudgetoakland.org/budget-visuals/ results in a 404.
There are ~500 vulnerabilities on the various dependencies. Many can probably be automatically fixed with `npm audit fix`. 
The 404.html document created by Pug is not recognized by GitHub Pages. It needs to be copied to the root upon each deployment.
Set up integration and end-to-end tests on GitHub Actions. This issue is just for getting started with this ongoing task. Try Cypress.
