Log level settings in config.json and /scripts/fvlog.config do not work as expected.

Description
If I set log level to INFO in config.json (the log level in /scripts/fvlog.config is "DEBUG, system" (default setting)) and run without "-l", I see all the log message on all login windows and syslog file. If I change the log level of fvlog.config to "INFO, system", then no log message shows up either on syslog file or any login window.
