Implement a "make install.fast"

Description
make install gets really annoying about the 5th time you've run it in a day when you're testing bugfixes and the like (or when someone else installed the last version and you don't know what options they chose). There should be a make install.fast which doesn't ask you any questions and just uses the same answers that were used the last time it was run.
