Use Symbolic Names for device definition

Similar to Issue #209 , Non-trivial policies will require a level of indirection on the DPID as this may change as hardware is upgraded. While it is possible to write a policy generator to do this, from a UX perspective we want to show a hostname or other symbolic name rather than a hex value when possible.
