Improve E2E workflow reliability and cross-platform compatibility

Reorganize E2E test files from e2e_test_support_files/ to tests/e2e/ and update them to catch issues with artifact generation. Hopefully this will fix at least some of the e2e failures that aren't directly related to specific tests.
