This is partly taken care of by https://github.com/openmodelingfoundation/openmodelingfoundation.github.io/pull/332, requiring affirmation in writing every 5 years.

• As for membership dues, I don't think this will fly. It will create administrative overheads for our members who through their activity already contribute in kind.

• how formal is formal? Anything that has to go through legal depts will be a major impediment to participation

In planning meetings, the issue of membership dues came up repeatedly--primarily in the context of long term sustainability of an organization like this. My suggestion is for this to be something the Members Council discusses and decides on after it exists.
