Cylindrical Lattice

While OpenMC currently has a cylindrical filter mesh type, it does not have a more basic lattice geometry abstraction. For typical PWR pincell geometries with fuel/gap/clad, cell find routines may become more performant if a cylindrical lattice abstraction were used. This becomes even more impactful for the random ray solver, as typically pincell regions will be subdivided into multiple radial regions and azimuthal sectors in order to accommodate the limitations of the flat source approximation. This is a non-trivial burden on the user, and also slows geometry operations down. Thus, introduction of a cylindrical lattice abstraction would be very useful.
