Prefer OSM over Wikidata for names in local language

As described in OpenMapTiles issue https://github.com/openmaptiles/openmaptiles/issues/1577, it would be great if the name tag from OSM is also used for translations for a given language (e.g., name should be used for name:es in Spain if the second is not defined).
