Update URL for validated software list

The validated software list has a new URL, so the bin/package_build.py

Needs to be updated to point to the following: https://community.ibm.com/zsystems/api/beamz-core/oss/json

I have this changed staged, along with some others, once we get the React front-end changes merged (hopefully next week!)
