New Feature: Openlayers.Layer.BingTraffic

I have written some code that loads data from the bing traffic API and returns an OpenLayers.Layer.Vector. I'm going to set it up with a contstructor so that you could initialize it with some parameters like layername, centerpoint, searchradius, ect. I would like to share my code with community, but am not sure of the best way to go about it.

The best way is usually to fork the repository here on Github, push your changes into your forked repository and then open a "Pull Request" from your repository to this one.

Thank you for the advice. I'll do that. I've been so impressed with the advanced functionality of OpenLayers, that I've been looking for my chance to contribute.
