Adds parser classes for WCS 1.1.1

GeoServer does not support WCS 1.1.0:

These new parsers simply add the namespaces for WCS 1.1.1.

The GirdOffsets can contain 2 or 4 elements. This is detailed in the WCS 1.1.1 document: page 46, note g.
