Hovering over map cancels other hovering actions

For example when resizing a jquery ui dialog with a openlayers map inside. If moving too quickly the mouse will hover the map instead of the resize-corner-div and it will stop resizing. Example can be seen here: https://jsfiddle.net/Ja7v2/2/

Another example is when trying to drag an external 'draggable' onto the map. If moving too fast it will stop dragging, example can be seen here: (Try and drag the red box onto the map) https://jsfiddle.net/Ja7v2/4/

I notice a problem today when using jsfiddle. It is complaining that jsfiddle is on https but jquery scripts are being fetched through http. There is a shild icon to the right in the url-field where you can approve of it downloading from http(if using chrome).

Forgot to mention that this is 2.13.1 Seems to work in 2.12
