What would you like to be added: Can pre-download image in some order/priority?

Why is this needed:

Use Case Description：

• Use a docker registry or p2p server to download images.
• Pre-download many large images in new node.

Downloading images in a random order may hinder the effective utilization of P2P (peer-to-peer) caching mechanisms
