The EiC role has a many responsibilities that are different from topic editors. We should document these for EiCs but also for others to understand the processes we follow. What should this cover?
Some suggestions for possible things to document
- 
Incoming submissions
- How to keep track of incoming submissions.
 - Protocols for flagging potential out-of-scope submissions.
 - How submissions are assigned to editors (likely based on these notes).
 
 - 
Accepting and publishing papers
- Handoff between topic editors and EiCs.
 - Checks EiCs should make.
 - Things that can go wrong (e.g. DOI registration, GitHub Pages builds)
 
 - 
Handoff between EiCs
- How we handle papers between rotations.
 
 - 
Handling notifications (this might need need some work on Whedon to improve).
 
What else should be covered @openjournals/joss-eics ?
