Docs on editorial management policies
As we bring on new editors, I find myself having to explain some of the details of editorial management at JOSS. I think we should add some additional content to this section of the docs: https://joss.readthedocs.io/en/latest/editing.html
Things we might want to cover:
- That there's always one of the AEiCs on rotation as the 'managing editor'
- How we assign papers to editors (by topic first, by editorial workload second)
- That we have a 3 month trial period for new editors
Anything else we should add here that is generally 'known' but not documented?

Maybe the list of final checks by the handling editor, after a paper is recommended for publication by the reviewers:
- re-generate the PDF, read paper and make any editorial suggestions
- run
@whedon check references
and ask author to fix any DOIs that need it - check that citations follow correct syntax, especially in-text citations
- ask the author to make an archive in Zenodo and report the DOI
- check that title and author list in archive match JOSS paper; ask author to fix if needed
- run commands to set archive and set version

I would recommend having a pre-review checklist with 1, 2, and 3 to avoid starting the review with a paper that has some obvious markdown error, missing DOIs, etc. It could avoid cluttering the review issue with Whedon messages.
