Publish JOSS citation style

JOSS is using a modified APA style, so it might make sense to add the style to the official Citation Styles Language repository. @arfon

Sure! Happy to see this done. Is this a lot of work @tarleb ?

Probably doable within 1h or so:

• [ ] Update resources/apa.csl
  • Change title, category, etc
  • Summarize the differences from APA somewhere
  • Check how to set the author/copyright fields correctly
  • Check for other things that need updating
• [ ] Open PR at the CSL repo.
