Make it possible for reviewers to set reminders

Currently it's not possible for reviewers to set themselves reminders (editors have to do this instead). We should make it possible for reviewers to do something like:

@botname remind me in 10 days

@botname remind @reviewer in 10 days (where the person leaving the comment is @reviewer
