One way is to use "submission_requirements". Another, arguably easier, way is to just state that whatever is requested, the wallet will always respond with a single credential, so no need the submission_requirement at all.

I have come to the conclusion that we should support multiple credentials in a response (for now at least). There are examples being discussed in the LSPs (PID + mDL) and the plugfest 3 (badge + work permit) with multiple credentials. I'm not sure the technical implementation in the end will require to return the credentials in the same response. However, we should at least allow for now and revisit later.
