add section on pre-final specifications

Closes #456

We have a reference to OpenID4VP, but that is non-normative (and it should be final before VCI) - so we don't need to do anything I do believe? I also removed one reference that was not used anymore (please check if that is fine)?

I tried to update all references to current date and authors - please re-check.
