AS can act as an Issuer?

          Obviously very wrong how it is, so approving.

Probably we should mention that the Credential Issuer may optionally also be an AS.

it is not resolved by #322.

Credential Issuer (or Issuer): An entity that issues Verifiable Credentials. In the context of this specification, the Credential Issuer acts as an OAuth 2.0 Resource Server (see [RFC6749]).

this needs to be clarified that Credential Issuer can be AS too....
