reorg integration test-suite for admin/user tests

The test suite currently decides which test to enable based on the user running configure; that is convenient, but can pose problems on file ownership if run back to back with elevated credentials and as a normal user. Let's reorg slightly to have the admin vs normal-user tests housed in separate top-level directories.
