Allow add/changing "step" type in charts

Highcharts has a "step" setting on line charts that's ideal for displaying any setpoint (e.g. thermostat target) or on/off setting that's compatible with an "on change" persistence setting. Otherwise you get wierd swoopy graphs that don't represent what was actually happening.

Maybe this setting could be exposed to the user?
