Just curious, have you tested this locally? There have been a couple of forum threads where aeotec series 7 zsticks have been purchased. I know the overall 700 issue is bigger (and beyond my limited knowledge), but curious if this PR is enough for these sticks with traditional routing (no Z/IP)? (if that makes any sense?)

No. I have no zsticks in hand. But I tested on Dusun Zwave-700 modules.
Thanks for that piece of information. Since I didn't hear from your I started with your PR (and it worked with Zooz Zsticks in Rpi3 and Rpi4- 40+ devices). However, I dug into further and ended up changing things around to better fit how the binding works for the 500 series (pr #1848 ) and have been running with that for a couple of months on both OH3 and OH4. The only uncertainty I have at this point is with security as I do not have any secure devices. I was going to set up a test, but lost interest (see below).
I had hoped for at least a comment by now, but @cdjackson doesn't seem interested in giving any feedback (pro or con). My speculation is that he wants to do this himself or there is a problem.

I'd say no (to relevancy), but would note it was a valuable starting point.
