Add shutter support

With this PR I added the basic support for opening and closing shutter items. This addresses the issue #95 opened by me.

As I do not have any Python knowledge I went ahead and copied and tweaked the on/off logic. Also this is my first contribution into the openHAB world.

Any feedback is appreciated.
