support apt-listchanges

Most of the deb-packages use the changelog files for changes and the NEWS for breaking changes. Together with the tool apt-listchanges it shows on upgrades the important information and sends it out via email if configured.

I think that it would be a enhancement of the upgrade experience if these files would also be supplied within the openhab packages.
