[semantics] Add forcast as a new semantics point

Just my 2 cent: If we add "Forecast" we should think about "Historic" or "Calculated" too.

AFAIR you do not need to add all the translations. Only for English. They will be added after they are translated on Crowdin.

Yes, correct. Apparently no change is now accepted. But as the discussion is not going further, we are in a lock state since a very very long time now.

We can decide what gets accepted or not. My position in the discussion so far was merely that I don't know whether such a change as adding "Forecast" is the right direction to head and whether it really brings any value. But that's just my personal uncertainty. If the others say that it's just the right thing to do, I won't stand in the way of merging it.

The first steps towards creation of custom semantic tags have also been made so hopefully we'll soon be able to add our own tags as we need them.

Once that's done I think the only reason to add new semantic tags here in core and in the UIs is if there is some new concept that HABot needs modification to understand.

If a tag is not defined on core, no chance for a developer to use it to tag a channel.

Do any bindings add semantic tags? That seems a bit presumptuous.

Yes when the tag is obvious.
