[fronius] Add Thing actions to prevent battery from charging & Refactorings

  • Refactor FroniusSymoInverterActions to unify exception handling and thus reduce code duplication in FroniusSymoInverterHandler.
  • Make logger instance variable in FroniusBatteryControl.
  • Add new Thing actions to prevent battery charging, closes #18573.
