Stock launcher is removed even with "+Launcher" config

Issue description:

I have +Launcher in my .gapps-config.

The log correctly recognizes this entry and shows: Remove Stock/AOSP Launcher | false[gapps-config]

Yet, in the calculations, you can see that it removes the stock launcher anyway:

Remove | launcher | + 37216 | 1645588

And indeed, on reboot, the LineageOS 17.1 stock launcher (Trebuchet) is missing.
