Enrollment failure when a user is already enrolled to a run of a course even if this one is not targeted by the product

Bug Report

Problematic behavior On Joanie, if a product has a target course with only a subset of course runs has been targeted for this product. If a user, already enrolled to course run which is not included in this subset, purchased this product, it is not able to enroll to a course run.

Expected behavior/code When an user is already enrolled to a course run for a course which is a target course but in the course runs subset this course run is not included, if the user purchase the product it should able to enroll to another course run of this course.
