caching OF repo cloned inside the scripts here. same as macOS action.

does this PR detect if OF/OF has changed to clear the cache? ( sorry I really don't understand how GitHub caching works 🙂 )

No it doesn't. I think it can be useful if we update buildPG.sh to pull if directory already exists.
