Chain: Remove Cycles from Basic page

The CYCLES selection is basically useless in Basic page, because the user can submit only the selected cycle data into the analysis, and secondly, because only one chain can contain "Sampling Design" settings. This means, that a chain should be applicable to all cycles (data).
