ci: dartdoc + mkdocs

What

• We used to generate code doc using dartdoc much like we do for the Dart package.
• We removed it when we refactored the release process
• Virtually all Open Food Facts repositories are using MKDocs to display doc, so it would be nice to harmonize on that (to use a common theme for docs)
