Pattern length unit tests aren't passing in the English validation

id="PATTERN-25" andid="PATTERN-26" in PETR_Validate_records_2_02.xml are evaluated as not being coded correctly: both of these are commented as checking for whether longer patterns take priority in pattern matching, an issue which has also been raised in the Spanish coding. So that rule probably needs some work in both places.
