Kovan Testnet Validators

Hi all,

I'm looking to help support the kovan testnet faucet however I can, and it looks like one of the ways to do so might be to run our own faucet.

Is there anyone who could either:

  1. Point me in the direction of who owns https://faucet.kovan.network/
  2. Show me how to get added as a kovan PoA validator?
