Transaction will not send, funds stuck in wallet

It seems that parity is no longer a wallet service and no longer supported. I cannot seem to get funds out, especially that I now do not have the UI in the browser, and just the desktop app. When I attempt to send a transation, it sits for days and does not go thru. Any ideas? P.s. I will not share my private keys or passphrases so don't try...
