NTP time with time zone and dst

Based on OpenESVE, I've implemented ntp time including dst.

Instead of defining a time offset, the user simply select a time zone, and the time is set accordingly. It looks like it's working properly.

Should I create a PR ?

BTW, NTPClient has been removed.
