2012 General Election State Senate district formatting

In the 2012 General Election precinct files, the "district" values for the State Senate races are formatted as "SD##" instead of "##". This creates errors when I attempt to load the data in Excel because it sees that as a text instead of a number value. The "SD" prefix needs to be removed for these files.

This issue has been fixed after PR #87 was merged. I verified with another grep
