Document required/recommended transforms?

We're aiming for a common baseline of normalized, standardized data for all states. The guidepost for this should be Derek's result spec. We also have a wish-list of transforms that will be more or less doable depending on data quality for a given year/state.

Should we beef up our documentation to provide guidance on the types of transforms that are required and recommended? Or should we just reference transforms MD and a few other states as our canonical examples?

For example:

• Required
  • Normalize RawResult into Contest, Candidate, Result.
  • Standardize Office and Party (as part of normalization step?)
  • Parse Candidate name
• Recommended
  • Link to unique Person record
