Endpoint for updating results availability status

Posting to this endpoint would update the value of the {reporting_level}_status fields.

The benefit of this would be being able to automatically update the status to "Baked Raw" or "Baked" when the publish task successfully completes.

The easiest path to implementation might be to just make the elections endpoint read/write and implement API Key authentication.

I'm open to discussing the merits of this.
