69fffc593be477bc44cbaa8ee908cc097508ae63 added basic support for reading the json/electionsettings.json file and identifying counties from it.

What else would this enhancement entail?

I think counties are the most important element of this data, but maybe also stateprecinctsreporting and stateprecinctsparticipating?
