Modelling of the shunt susceptance

Currently, in eDisGo and in ding0 the shunt susceptance of the pi model ( https://pypsa.readthedocs.io/en/latest/power_flow.html#line-model ) is not used. See issue in eDisGo: https://github.com/openego/eDisGo/issues/213

Maybe it would be nice to add it in ding0.
