INDIVIDUAL_DUE_DATES and import error

If INDIVIDUAL_DUE_DATES is lms.yml FEATURES is set to True, it will cause an import error due to the use of the relative path import in lms/envs/production.py.

Acceptance criteria for Lilac: add a couple of lines to the Release Notes warning users of this removal and its potential side-effects.

I think this feature was replaced by edx-when, back in 2019. I'm not sure why the INDIVIDUAL_DUE_DATES feature flag wasn't removed. I think we should test the "Extensions" functionality on the Instructor Dashboard with the flag set to false. If it still works, then we can schedule the flag to be deprecated and removed.

I'm not sure if we should patch lilac with the fix, or with a removal of the flag, or just mention this in the release notes.
