Set certificate visibility (Everyone on {site_name} or Just Me)

Actual behavior

There is not the Certificate Privacy Settings. Only information

Steps to reproduce

As a learner: 1- Go to my account 2- Add my birthday year 3- Go to my profile 4- Scroll until my certificates
