[Test failure] TC-00131: Recommender tool is not working properly

Expected behavior

Once i've added the recommender tool in a unit and publish, i should be able to see it in LMS.

Actual behavior

I see an error when trying to view recommender xblock in live course.

Steps to reproduce

1. Go to studio
2. select any course and go to its advance setting under settings dropdown
3. Types [""recommender""] in advance module list and and save it.
4. Go to course content and add a new unit named ""recommender"" in any subsection by clicking on advance xblock Icon
5. Check if xblock exists in advance xblocks
6. If exists, publish it on studio and verify on lms
