[Test failure] TC-00046: Left Nav remains visible irrespective of waffle flag

Expected behavior

I followed the test procedure and changed Everyone in waffle flag courseware.enable_navigation_sidebar to No and then Save.

As per test description, this should remove left nav and bring back top nav in its place.

Actual behavior

When the Everyone field is set to No, the left nav remains visible, as shown in the screenshots below.

Steps to reproduce

Toggle the Everyone field in waffle flag to reproduce.
